Do HIPAA banning filming or video taping in doctor's offices apply even after hours?

I've written a short film script with a scene that takes place in a doctor's office waiting room. Would HIPPA laws against filming or videotaping prevent me from shooting in an actual doctor's office waiting room, even if it's after hours and no patients are present?
