Question about someone stalking?

As long as he doesn't follow her on the street or show up on her doorstep it's not stalking. The Library is a public building. However, cell phone use is not allowed in Libraries. Perhaps someone higher up could speak with this person. She could also speak with someone in law enforcement to determine if she has any other options open to her.
