There is a lady pulled over in non-parking zone videotaping our neighbors from afar... should we call the cops?

This lady in a white mini van is pulled over on the side of a busy street with no parking.. blocking traffic and appears to be secretly videotaping some people down the street. She's been there on and off all day. It's creeping me out. We live in a very quiet family friendly neighborhood. Should we call the cops?
